How many people generally live in 84 homes?
Homes offered in the development will be between 2 and 4 bedrooms. According to DuPage County, it is reasonable to estimate the following population per home:
- 2-bedroom – 2.017 people
- 3-bedroom – 2.899 people
- 4-bedroom – 3.764 people

Assuming Pulte ends up with an even mix among their 84 home sales (28 two-bedrooms, 28 three-bedrooms, 28 four-bedrooms), that would amount to a population of:
- 28 x 2.017 = 56.476
- 28 x 2.899 = 81.172
- 28 x 3.764 = 105.392
- Total = 243 people
Roadway Classifications
The Illinois Department of Transportation has classified Purnell Road as a “Minor Collector” roadway:

- Purnell Road – Minor collector (yellow)
- Winfield Road – Minor arterial (green)
- Route 59 – Other principal arterial (red)
- Roosevelt Road – Other principal arterial (red)
Pulte representatives indicated the traffic volume of about 5,300 cars is “well within” the acceptable range for a minor collector road. We have not been able to locate a state-mandated or county-mandated traffic volume for this road type, however, in January 2018, the city of Wheaton established an acceptable traffic volume of just 1,000 to 3,000 vehicles per day for minor collector roadways. 2009 Traffic Impact Study for Purnell Road
The most recent traffic study we were was able to locate online was from 2008/2009 when Church of the Resurrection proposed building on a parcel adjacent to the Planter’s Palette parcel. The document can be accessed using the link below.
Among the recommendations from the Division of Transportation for this development (which was not approved based at least in part on opposition from the neighboring community):
- DDOT analysis indicates the left turn lane addition at the Purnell Road entrance works satisfactorily for a 2.0 persons per vehicle (PPV) rate but may require an additional right turn lane and an additional egress lane to operate satisfactorily using the 1.8 PPV rate.
- This analysis revealed similar results at the intersection of Winfield Road and Purnell Road requiring a southbound right turn lane with intersection reconfiguration.
- In order to guarantee adequate operation of the local street system for the 2018 design year without major improvements it will be necessary to reduce the size of the facility below the proposed 1500 seating level.
- A separate left turn bay will be required at the Purnell Road entrance meeting IDOT requirements…
- Access from Roosevelt Road would allow the Church to maintain their seating level above 1500, would reduce adverse traffic distances, and would reduce the ear and tear to the local street network. This alternative would seem to be the advantageous alternative to all concerned parties. It is DDOT’s recommendation the developer also pursue this alternative with the IDOT permit staff and report back before the final Traffic Impact Statement is submitted. DDOT would be willing to support the developer in this approach.
